XO Communications Launches Service in Raleigh

Local Businesses Can Benefit From XO’s Advanced Data and IP Services, Nationwide Reach and Simplified Pricing

RALEIGH, NC - April 27, 2009 - XO Communications (OTCBB: XOHO) announced today the availability of its IP-based voice and data communications services to Raleigh businesses. This expansion marks the company’s second network expansion within the North Carolina market, further positioning XO Communications as a leading nationwide telecommunications provider for the region’s businesses, enterprises, carriers and government agencies. The company launched Charlotte last spring and is now fully operational in Raleigh.

XO Communications is bringing to Raleigh its broad portfolio of next generation, IP-based voice and data networking services, including high-speed dedicated Internet access, XO Ethernet, XO IP Flex, XO SIP, XO One iPBX, XO MPLS IP-VPN, and XO Interactive Voice Response services. In addition, XO Communications offers a unique and simplified bandwidth-based pricing for its converged IP services that simplifies how businesses in Raleigh can buy and scale communications services to support their changing needs.

“We are pleased to have XO Communications in our area,” said Harvey Schmitt, chief executive officer of the Greater Raleigh Chamber of Commerce. “Their communication solutions are a welcomed addition to the technology services in the Raleigh and Research Triangle region. We wish them great success.”

As the second largest business market in the state, Raleigh sits in the heart of the “Research Triangle” — an eight county region between the cities of Raleigh, Durham and Chapel Hill. The area is renowned for its leading technology firms, world-class universities, medical research centers and hospitals. In February 2009, Raleigh was selected by Forbes as one of the “Best Places for Business and Careers” for the third straight year as a result of its burgeoning technology-based marketplace and rapid population growth.

“This latest expansion strengthens XO’s foothold in North Carolina and reinforces our position as the leading communications provider for businesses across the region and nationwide,” said Carl Grivner, chief executive officer of XO Communications. “Difficult economic times require businesses large and small to maximize their data and IP spend, and XO is well-positioned to help Raleigh’s businesses cost-effectively enhance their communications infrastructure and improve efficiencies.”

XO Communications Deploys Ethernet over Copper Services for DCANet

Service provides DCANet customers with access to affordable, high-speed Internet access

HERNDON, VA – March 11, 2009 – XO Communications (OTCBB: XOHO) today announced that it is providing DCANet, one of the oldest, continuously operating Internet service providers (ISPs) in the greater Philadelphia area, with Ethernet over Copper services. The deployment, launched this week, is an upgrade to the T-1 transport service provided to DCANet by XO since 2006 and will enable the company to offer customers access to high-speed, dedicated Internet access. By combining XO’s proven Ethernet capabilities with DCANet’s proactive monitoring and support, customers will have access to high-quality, high-capacity bandwidth while avoiding the costly and time-consuming process of laying fiber to connect their locations.

“The majority of our customers aren’t tied into fiber networks, so leveraging existing copper lines to deliver high-speed Internet access was a natural choice,” said Keith Duncan, Ph.D., president and CEO of DCANet. “XO had already proven its commitment to high-level service and offered the perfect option for Ethernet access, so our choice of where to turn was simple.”

Through the agreement, XO is providing DCANet with Ethernet access speeds starting at 5 Mbps, with the capability to increase to 20 Mbps – a significant jump for customers only able to access the limited 1.54 Mbps speed associated with the T-1 service. The end result will enable businesses to more quickly and effectively download and share data-intensive, latency-sensitive files across the Internet.

“Over the years, XO has taken care to ensure that the offerings we develop and package match the needs of our varied customer base,” said Don MacNeil, vice president of XO Carrier Services Sales Operations. “Our Ethernet over Copper products afford carriers a cost-effective, high-quality option for faster Internet connections for their customers. We’re pleased that DCANet has chosen us once again to be their network provider.”

XO Communications has become an industry leader in expanding the availability of Ethernet services to carriers through its utilization of Ethernet over Copper technology. The company recently expanded its Ethernet over Copper services footprint by 18 percent and now has deployments in 75 major metropolitan markets, enabling XO to utilize metro copper loops to serve non fiber-fed businesses with Ethernet services at speeds from 5 to 88 Mbps. XO Communications Enlisted by Infobahn Outfitters, Inc. to Supply High Speed IP Transit Service in Less than One Week

Response to Urgent Holiday Request Enabled Infobahn Outfitters to Provide Increased IP Capacity within Guaranteed Timeline

HERNDON, VA - Feb. 11, 2009 - XO Communications (OTCBB: XOHO) today announced that it is providing high-speed, low-latency Gigabit Ethernet IP transit service to Infobahn Outfitters, Inc., a full-service Internet provider delivering network access and IP services to eight western Illinois-based telephone companies. XO was selected based upon the company’s proven ability to rapidly implement service without sacrificing quality or performance - a critical need identified by Infobahn Outfitters at a challenging time.

“We received word just before the holidays that our current provider couldn’t meet our end-of-year timeline for increasing IP capacity, and that’s when we turned to XO for help,” said Jeff Calhoun, Infobahn Outfitters CEO. “I was astounded by the turnaround. I knew XO was good, but this was even more amazing considering hectic holiday schedules.”

Following an e-mail request from Infobahn Outfitters on Christmas Eve, XO worked quickly to put together an agreement and sales order by the morning of December 30. The order was immediately dispatched to service provisioning, which installed the high-speed, increased-capacity service by mid-afternoon on December 31.

“XO and its talented, committed employees understand that our customers’ needs for Internet and communications access don’t end when weekends or holidays begin,” said Don MacNeil, vice president of XO Carrier Services Sales Operations. “Our company prides itself on offering unparalleled, unwavering customer service, and we appreciate any opportunity to demonstrate it – this time by helping a new customer improve and expand upon its network offerings.”

Through XO’s agreement with Infobahn Outfitters, customers in urban and rural areas of western Illinois will have access to a higher-quality, cost-efficient Internet experience unencumbered by bandwidth capacity limitations. As the demand for such service grows and efforts to reach rural America strengthen, XO is well-positioned to assist carriers requiring the flexibility and scalability necessary to quickly meet their IP transit needs. The company recently announced a major upgrade of its nationwide IP network that triples its network capacity, setting the stage for XO to provide the next generation of IP services to its customers like Infobahn Outfitters.

Next-Generation IP Network

XO’s High Speed IP Transit service provides cable companies, online content providers, enterprises, and domestic and international telecommunications companies with fast, reliable Internet backbone access without the cost of building and managing a Tier 1 network. Along with multiple bandwidth options and robust peering arrangements, XO High Speed IP Transit service provides: Fast Ethernet, Gigabit and 10 Gigabit Ethernet Service options; Full port or burstable billing options; Service Level Agreements; and Direct connectivity to high-valued content and access destinations on the Internet.
